No Violations in Foley Case

WASHINGTON, Dec. 8 — House Republican leaders were negligent and in some instances “willfully ignorant” of former Representative Mark Foley’s improper advances toward male pages even though they broke no rules in handling the matter, the House ethics committee said today.

But the ethics panel found that Democrats were not blameless as rumors about Mr. Foley swirled on Capitol Hill and threatened to explode into scandal. While not speculating on the motives “for those who failed to fulfill their responsibilities,” the panel offered several possibilities.

Representative Howard L. Berman of California, the committee’s ranking Democrat, said the Foley affair had been investigated fairly and without partisan motive. “This is not a jury-rigged result of a series of compromises,” he said.
"Democrats were not blameless". Hmmm...
