Public ownership?

I've noticed a disturbing trend lately in comment threads on some of the blogs I follow. When people point out that redistribution of wealth is a socialist policy there is frequently someone who points to a “dictionary” or “catch-all” philosophy site to say that Socialism or Marxism requires the “public ownership of the means of production, distribution, and exchange.” We even see it in some “news” reports.
Which leaves me wondering… just exactly what is it that's implied by the government “taking ownership shares” in financial institutions as a part of the big bailout packages? Isn't this nothing short of “public ownership of the means of distribution and exchange?” While we're asking questions, if the automakers see bankruptcy as an unacceptable loss of their ability to control their own destiny, what do they expect to see out of the money they're begging congress for?
